What are the results when you run the script? Does it do anything?
On a side note, you can group your options definition with defaults into one statement
GetOptions (
"i=s" => \(my $ip = 0),
"u=s" => \(my $username = 0),
"p=s" => \(my $password = 0),
"r=s" => \(my $remotedir = 0),
"l=s" => \(my $localdir = 0),
"f=s" => \(my $filename = 0),
"m=s" => \(my $filemode = 0),
);

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
