Personally I'd find a simple regex s/// simpler than all of the above:

my %filter_map = (

Z => 9,
);
$filter_map{$_} = $_ for 0..9;
(my $output = uc $filter_clean)
=~ s{ (.) }{ $filter_map{$1} }exg;
say $output;

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
