When you're going from scratch, I've recently been dabbling with Cairo Graphics and it can make gorgeous graphics (and custom anti-aliased GTK widgets!). I haven't used the Cairo module yet, so I can't tell you about the quality of that, but it supports writing to PNG, PostScript and SVG (update: and PDF).
