    typeset is an Unix shell command, and the rest of your code is also shell syntax.

    If you found it in a Perl script, it most likely appears in a system call.

    Just because it looks like line noise doesn't mean it's perl. Perhaps you would like to provide some context such as where it came from and what you think it should do.
