I'm taking a bit of a guess here that you are referring to the layout of the Perl Monks site, although its not entirely clear from your post as to whether you are referring to the site or to stylisation of the browser itself - At least from the caffiene-intoxicated daze through which I'm reading.
 
Nevertheless, I think you might want to have a look at pmproxy or pmproxy2 by nashdj and the follow-up post to the latter of these nodes by Arguile entitled pmproxy2.0.1?. These (underrated, IMHO) nodes talk exactly about what you seem to want - applying customised style sheets to the Perl Monks layout.
