You should be able to untar the tarballs, cd to the right directory and then:

perl Makefile.PL
make
make test
sudo make install
[download]

perl -E'sub Monkey::do{say$_,for@_,do{($monkey=[caller(0)]->[3])=~s{::}{ }and$monkey}}"Monkey say"->Monkey::do'

Then you will have to find some version of `make` for Windows and install that on your machine: make for Windows.
