Hi, sorry for taking so long to answer, my other PC crashed twice in 2 weeks and i had to re-install everything, additionally to keep on working.

I used rebaseall, as indicated in the Cygwin FAQ, which fixed my forking problems. I also had to uninstall what they call BLODA software, who are known to cause conflicts with Cygwin.

For people who would encounter the same problem as me, i have put more information after syphilis' answer. I still haven't managed to install Devel::Pragma, but might be a chmod away from doing so.
