Modules make my job easier and my work more robust. I don't think encouraging people to use them will result in stunted programmers. People who like to hack, will. (I routinely look through module source to understand, or try to anyway, what's going on under the hood.)

A bigger concern I have is that when people post that they are trying to create a CGI parser or something that has been done well already, a lot of people jump all over them. I don't agree with this at all. Sometimes you need to re-invent the wheel just for the hell of it.
