Just use apt-get for install binary and not source whit cpan.
sudo apt-get install libxml-parser-perl
After you can use cpan to install the order module who is dependent of XML::Parser
This is how I solved the same problem on my Ubuntu 12.04 LTS x64.
Again, this is using the system perl. Not a good idea, messing with the system perl and the modules shipped by the vendor can result in an unstable (or broken) system. Super Search will find examples of this.
Update: For quick reference it's easy to install your own version of perl elsewhere either manually or using perlbrew.
