If you're running the 64bit version ActiveState don't provide MinGW: http://code.activestate.com/ppm/MinGW/. You can either install it yourself (Super Search) or use Strawberry Perl which ships with such things as standard, regardless of architecture. If you're not running 64bit ActiveState then you're going to have to provide more information, How do I post a question effectively?.
