Correct, ActiveState has shipped with cpan for years. You may have to install a c compiler and build tools via ppm MinGW. YMMV though, they don't provide a 64bit build.

      True, but I prefer to use Strawberry as everything I need to get started is installed as standard. Combined with a portable cpan mirror it's very handy, especially if you work on systems/networks with no internet access.
