I hope you don't wanna imply that PyPi got better in the meantime. It's still the same mess, just with more entries.
About the other 90% of the programming world ... it's my strong believe that Perl should target to run JS-engine, cause it's an omni-present backdoor to all eco-sytems (including iPhones ;)
The other scripting languages are important because they have a better press in the moment, showing how to translate their patterns and idioms into Perl facilitates "osmosis".
