IMO yes, but as your two examples already show, there are various levels of how much infrastructure the CMS provides you.

I would also look at Wordpress as the canonical CMS currently, but there also are lots and lots of other CMSes aiming for the corporate/enterprise market.

Wordpress is certainly widely used, but is mostly aimed at blogging. You can operate a non-blog site with it, but it's hardly the best tool. Joomla and Drupal are more general purpose. `package Cow { use Moo; has name => (is => 'lazy', default => sub { 'Mooington' }) } say Cow->new->name`	[reply]

You don't need to know any PHP to 'operate' Wordpress. You can create and use a Wordpress site without any coding knowledge. You just need to learn how to use it's interface, which doesn't require any programming knowledge at all. The same could be said for various other content management systems.	[reply]
