That's not how you install modules.

Please install POSIX::strptime through the cpan tool:

>cpan POSIX::strptime
[download]

• A Guide to Installing Modules, which should work with Strawberry Perl without much changes (mostly dmake instead of make)
• A guide to installing modules for Win32, for ActiveState Perl, until you install the MinGW package in ActiveState Perl. Then, the other, direct cpan approach should work for you too.
