Lots of people use vi... I use emacs, sometimes in a terminal, sometimes with font-lock-mode (sytax highlighting) in X mode. Always in emacs perl mode (syntax tabbing and parenthesis matching). I am quite happy with it... I'm not sure about IDEs, I assume there are some out there for perl in linux...
