If you are "totally new to perl", may I suggest a visit to the Tutorials section of the site. http://perldoc.perl.org/ is also a reference I use frequently.

That said, there are several SNMP-related modules available on CPAN-the two best known being the aforementioned Net::SNMP and SNMP.pm. In addition, there is a tutorial on using the Net-SNMP SNMP module that might prove useful.
