http://search.cpan.org has the DLSIP designation, but I think that is only for "Registered" modules. This means that it is not available for all CPAN modules. I think it is only visible from an author's page.

    And it was an old idea that never really delivered the value and so it is mostly ignored (IME) and so is extremely likely to be very out-of-date. On average, I expect it to be worse than useless.
