i´m exhausted by installing cpan/ppm support for activestate perl 5.16.1 on a windows machine..

I know this is not a direct answer to your question, but for what it's worth, I have had only limited luck with finiding the desired ppm's for ActiveState Perl on Windows. Instead, I use Strawberry Perl which seems to have no problems at all using the CPAN module to install and compile everything I throw at it.
