This is typically inserted by a control-revisioning system. At least, if you start with something like:
$version = '$Id$';
then when it's checked out, the ID will be expanded into the string above. Furthermore, the string will be updated on further checkouts.

      If you are looking for a SCCS (Source Code Control System) or a VCS (Version Control System), you might check perforce - a commercial product, but free for individual non-commercial users, easy to install and use.

      Of course, there are also several open source systems around.
