In addition, also be sure that when you send the HTML to the browser, you tell the browser what character-set (language ...) is the proper one to use for this content.   e.g. http://stackoverflow.com/questions/6157485/content-language-and-accept-language.   Browsers are reasonably-smart about such things these days, except when they are stupid.

    I had to change this line of code to make my mail look OK on the webbrowsers I've tested

    $Mail{'content-type'} = 'text/html; charset="iso-8859-1"'; #Old, no +t correct $Mail{'content-type'} = 'text/html; charset="utf-8"';
