So they can't give it to you, you can't install it yourself because of a security policy and you want to circumvent this? This is a terrible idea which could lead to disciplinary or legal actions against you. If you want or need to use perl, persue acquring it through the processes in place where you work. Speak to your manager.
Also, it isn't a "back way", Visual studio ships with various compilers as part of the product.
