"Name" refers to ?

Learn123 has asked for the wisdom of the Perl Monks concerning the following question:

Hello everyone, i'm really new to perl, but i'm really struggling to learn it. I have a problem here when i want to test a source here :

i'd like to install that in my xampp, i got stucked while i'm installing the makefile.pl

If you see the code in that makefile.pl there is name 'blabla'; all_from 'lib/blabla.pm';

my question to the makefile.pl in that source is : "what is "name" & "all_from" referes to ? is it referring to *.yml file ?
