Pass your variable as an additional argument, use @ARGV to get it from inside the program: 
perl -MPOSIX -le'print strftime("%m%d%H%M", gmtime $ARGV[0])' "$x"

    Or just use shift: 
    perl -MPOSIX -le 'print strftime("%m%d%H%M", gmtime shift)' "$x"
