language translation module

Allasso has asked for the wisdom of the Perl Monks concerning the following question:

Hi,

I would like to do offline Spanish to English language translation (ie, does not link to Google Translate, Bablefish, etc).

Been searching but haven't found such a thing. Anything I missed?
