Strawberry Perl does not come with an IDE.
If you're not needing/wanting the latest version of Perl, you can get DWIM Perl, which includes Padre. Padre is an IDE written in Perl. However, DWIM Perl is based on Strawberry Perl 5.14.2.1 (32-bit).
