Thanks for the help. The fact I don't have such file, meaning things are very messed up made me think a little bit more. So it rang some bells. The problem was somewhat in the proxy. It needed some more configuration info. Because before - it downloaded empty/corrupted archives of modules and authors and tried to make some database from them, unsuccessfully of course.
