I am particulary interested in the Windows version of it and tried without any success to build Padre under Strawberry Perl 5.18.

Try using  cpanm -f version Padre

While you can see lots of test failures http://matrix.cpantesters.org/?dist=Padre+1.00 here, if you look at the tests, the failures are trivial (ignorable), so just ignore them
