Not really an answer to your question, but merely a pointer: a very similar question was just asked in I am not able to install DBD::Sybase module using cpan on windows as well as Ubuntu; it may be worthwhile following replies on that node as well.

    thanks....I got the same error message.... 
    set the $SYBASE environment variable

    set it to what? 'SET $SYBASE=c:\sybase' ??

      Set the environment variable to the path wherever you have installed (Sybase|OpenClient) libraries & possibly the include|header files also.

        Also drop the $ from the variable name. That would be the Unix syntax.
