Instead of all of those if clauses to add leading zeroes to the date / time elements could you not just use sprintf ? (untested)

my $stamp = sprintf '%02d/%02d/%02d.%02d.%02d.%02d', 
       $year, $mon, $mday, $hour, $min, $sec
