Have a look at Win32::GUI and do a Super Search for "Win32 GUI" in text and title.

    I installed Win32::GUI into my copy of ActivePerl... now I'm running into another problem... no POD... heh. It appears all the documentation is held within # comments throughout the module... not very readable...

      Dude, this is Perl. The most powerful text munging language on earth. You want pod. You got pod. Just paste the module into the data section (as shown) and let her rip. Not the prettiest pod ever but it's all there. You can probably pretty it up some more if you want:
