This ARFF::Utl seems to have to do with reading/writing arff files... .
I have no experience with it. Was curious about you question, did a search, and that was the result that seemed closest to what you seek.

The arff format doesn't look particularly difficult to work with (though it looks a bit underspecified, and may be as fun to work with as CSV files). I didn't see anything on CPAN, though. What problem(s) are you having?
