My initial attempt with this problem is to simply chomp each line of text (My ICD guarantees that at least I can be assured that each new tag is on a new line) into an array, and walk through the array, keeping track of a few flags and variables along the way so I can make changes as needed...

Painful and retarded, but I think it's the best I can come up with in a short time frame with my ridiculous constraints.
