If you can't find that module, maybe Rational ClearQuest Perl module finds some more/relevant articles? At least, it seems that IBM has some articles on Rational ClearQuest and Perl.

    Well, IBM has articles on how to work around CQ API without this module but using Win32::OLE. This is not an option for me as I have no MS Windows stations at my environment.
