h2ph NT alternative?

vbrtrmn has asked for the wisdom of the Perl Monks concerning the following question:

I'm trying to use h2ph using ActiveState Perl on Win2k. It returns an error message: require '_h2ph_pre.ph';
I'm not sure where to get this file, is there an alternative to h2ph, which I can use on NT? Or is there a simple way to get around this problem?
