You could also try changing the location of the PAR temporary directory, just in case something to do with the main temp folder is the problem. https://metacpan.org/pod/distribution/PAR/lib/PAR/Environment.pod#PAR_TEMP

sysinternals did not help much in my case.What did help was a manual reinstall of a PAR from CPAN ...	[reply]
