I'm guessing this might be on Windows? IIRC, Unicode filenames on Windows are a bit of a mess. See all of the replies in threads such as Accent file names issue and Files with arabic names. Otherwise, please provide a Short, Self-Contained, Correct Example - including runnable code and instructions on how to create files with names such as the ones you're having trouble with, so that the issue can be reproduced.
