Most likely there is no C:\Strawberry\perl\bin or it is not readable for the user you are using.

Try launching Strawberry Perl explicitly:

C:\Strawberry\perl\bin\perl.exe -v

    Thanks for the quick reply! I dit it again after a reboot: 
    PS C:\Users\***> C:\Strawberry\perl\bin\perl.exe -v
This is perl 5, version 30, subversion 0 (v5.30.0) built for MSWin32-x
+64-multi-thread
