My mistake was using the wrong case.
binmode FO, ":UTF8"  # Does not work!
binmode FO, ":utf8"  # This works!

But you should be using `binmode FO, ":encoding(utf-8)"`. See `:encoding(UTF-8)` vs `:encoding(utf8)` vs `:utf8`	[reply] [d/l] [select]
