Are you using Visual Studio? Active State by default doesn't ship with a sane build environment. Also please mark updates as mentioned in How do I post a question effectively?, linked again... Strawberry, cpanm -vvv Tk.

I was a loyal ActiveState user for many years, but switched to Strawberry because of the Tk issue. I must admit that I do miss ppm and activestate documentation. The advantage is that Strawberry is very much like perl on unix. Instructions you find on line, in books, and in module documentation almost always work.
