TL;DR and no comment on the OP, but looks like that reference to TPF was added for Perl-(Marketing|Tiobe|SEO) reasons, not because there is any organizational dependency.

monktainer - (patch) (2013-03-15) is where I added the requested mention of "the Perl programming language". monktainer - (patch) (2006-03-29) is where I replaced the reference to Yet Another Society with The Perl Foundation. However, the reference was already out of date by several years by that time.	[reply]
