Do what you were told here, then build the perl module. It'd be a good idea to review the responses to the several threads you have about this, and take the actions described.

When i am doing yum install or apt install i am getting an error like this so i will not able to install it on my pc

 One of the configured repositories failed (Unknown),
 and yum doesn't have enough cached data to continue. At this point th

 safe thing yum can do is fail. There are a few ways to work "fix" thi
+s:

     1. Contact the upstream for the repository and get them to fix th
+e problem.

     2. Reconfigure the baseurl/etc. for the repository, to point to a
+ working
        upstream. This is most often useful if you are using a newer
        distribution release than is supported by the repository (and 
+the
        packages for the previous distribution release still work).

     3. Run the command with the repository temporarily disabled
            yum --disablerepo=<repoid> ...

     4. Disable the repository permanently, so yum won't use it by def
+ault. Yum
        will then just ignore the repository until you permanently ena
+ble it
        again or use --enablerepo for temporary usage:

            yum-config-manager --disable <repoid>
        or
            subscription-manager repos --disable=<repoid>

     5. Configure the failing repository to be skipped, if it is unava

You've been told several times now that you need to satisfy dependencies, yet you chose to ignore this and continue on. Starting new threads and still not telling people what goes wrong becomes boring for those responding, eventually people stop replying to such things. Nobody wants to have to keep asking you to tell us what you've tried and how it failed.

The instructions given to you were 'yum install libxml2 libxml2-devel or apt install libxml2 libxml2-dev, or whatever your OS package manager is.', you only need to use the package manager your OS uses, but since you didn't bother to tell us which OS that was.....

Either find out how to configure your system properly, or speak to the systems administrator.

The error message is

This means that your machine has a network problem. Consider resolving that problem first.
