There's quite a discussion at New-to-Perl: recommendations for windows setup?. Strawberry is a couple of versions out of date due to an apparent tuit shortage. I use Strawberry, having transitioned from Active State. But occasionally I use the Perl that comes built into git for Windows. The only issue I had when moving a handful of servers from old AS to modern Strawberry was that one version of Perl changed away from defaulting to searching the current directory. The fix I suggested in Re: Hosting Provider updated Perl !! was corrected by ikegami.
