And what technical reason do you have for needing someone to support a Perl version more than 13 years old? Are you paying them anything?

BackPAN exists. If you're stuck on an ancient Perl, you're stuck with older versions of modules.

It's free & open source software. Instead of whining, spend your energy on fixing your (perceived) problem instead.
