I don't think there is a purely technical solution. We could mark links going away from perlmonks as such. Wikipedia does that by adding an external class to the <a> element, then CSS is used to append a little image, currently a box with an arrow pointing out of the box (https://en.wikipedia.org/w/skins/Vector/resources/common/images/link-external-small-ltr-progressive.svg?30a3a).

    That would also help (at least a little) with people posting links to (www.)?perlmonks.(com|net|org) instead to [id://...]
