I've noticed it recently as well. Sometimes the initial page load feels like it takes 15-20 seconds. I assume it's the database, but since I don't know that much about the architecture, I admit that's just a gut feeling. I also had a POST time out on me a few weeks back ("No response from perlmonks.org"). Had a look later on, and my submission did get there.
