That's quite interesting, thank you. But it leaves me with some lingering questions.

Were the programmers expats, Indians, Chinese, or some other non-indigenous group, or were they actually Thai? If they were Thai, how did they happen to learn Perl? Did the company provide their own training?

    They were Thai. The company provided training, mostly employing fresh graduates; after I had successfully organised training from TheDamian in the London office a couple of times, I believe he also did sessions for the Thailand team at least once. The office was in Bangkok (probably here), near to offices of Microsoft and at least one other large tech company.
