The docs* say you can, they don't say you must. Leaving off the href:// in the case of http(s?):// is cleaner & shorter.

*I have just edited that doc to remove the reference to href://http(s?)://. The syntax is still supported, but is unnecessary and inefficient, and thus discouraged.
