In an email discussion I had with the Founding Fathers three years ago, specifically on the question of who owns PerlMonks, nate said:

When EDC folded, we donated PM to TPF.

I found this rather intestesting comment by vroom, which - among other things - shows that PM was "a part of YAS" (a predecessor of TPF) by the end of 2001.
