Similarly, when it comes to Perl, the de facto standard or baseline is Perl 5.8.
That is purely your opinion and is not even close to being a fact. Everyone will have their own idea of what the baseline version of Perl is and those could be anywhere from 5.0 up to 5.40 (at time of writing).

Sometimes other people try to be helpful. So they tell you it's time to upgrade because the old version isn't supported anymore. Some other times, people are evil. They hack your application or system, because you used an old version of the language or OS with known unpatched vulnerabilities. But it's you who decides, sure.
