In my experience, the software that does the best job of lookups is the spreadsheet. I don't know enough about the languages involved in developing them even to have looked at the source code, but I'm pretty sure that things like LibreOffice and Gnumeric are open source. Is pinching the algorithm (if not the code) from one of them an option, or would understanding the code be more work than profit?
